AC. Rescind the Commissioners Court Order of August 10, 2026, Item #4P on the Consent Agenda to: Approve and authorize the County Judge to sign Amendment #1 to the Advance Funding Agreement (AFA) revising the existing Transportation Alternatives Set-Aside (TASA) project for the Alamo Alto Segment PDN Trail Phase 2 (Tornillo) by updating the project scope, alignment, and funding to address unforeseen right-of-way constraints. The revised alignment modifies portions of the shared-use path while maintaining the project's overall purpose of providing pedestrian and bicycle improvements, including a new pedestrian bridge, ADA-compliant ramps, crosswalks, lighting, pavement markings, and signage. The amendment also increases the total estimated project cost from $2,954,715 to $3,667,342.94, an increase of $712,627.94, to account for the additional engineering and construction costs associated with the realignment. The County will utilize Transportation Development Credits (TDCs) in lieu of a local cash match. No funds are needed for this amendment. All other provisions of the original agreement remain unchanged. (Contract No. 2026-0495) Further, approve and authorize the County Judge to sign the updated Contract for Amendment No. 1 to the Advance Funding Agreement (AFA) with the Texas Department of Transportation (TxDOT) for the Alamo Alto Segment PDN-Trail Phase 2 (Tornillo), CSJ 0924-06-668. The revised amendment updates the project scope and location map to address unforeseen right-of-way constraints and increases the total estimated project cost by $712,627.94, from $2,954,715 to $3,667,342.94, for additional preliminary engineering and construction costs associated with the project realignment. The amendment also corrects the project name from Alamo Alto Segment PDN-Trail Phase 1 Fabens to Phase 2 Tornillo. (Contract No. 2026-0495)
